BUENA VISTA LAKES MAINTENANCE ASSOCIATION, INC.

The Board of Directors of Buena Vista Lakes Maintenance Association met June 3, 2024 at 7:00 pm at the clubhouse. The meeting was called to order by President Joel Bales.

 

A roll call of board members was requested. Members present included Janice Burchett, Vicki Moore, Joel Bales, Ann Plunk, Ray Creswell, Kim Wood, Caleb Hodges. Quorum established.  Absent: Carl Parker, Jackie Hodges, Jason Patrick.  Resign:  Erynn Patrick

 

2 Association members present representing lots 530, 254

 

A Benevolence Fund collection was taken up $32 taken and added to $1164  from last month's total for a grand current total of $1196 for use for any Association homeowner in need (groceries, bills, etc). 

 

MINUTES: The Monthly Meeting minutes (May) were read; motion by Kim motion to accept - Caleb second. . Motion passed unanimously and minutes will be shared to the Keith Collins website by Carla by  6/15/2024.  Unanimous.

 

FINANCIAL REPORTS: The April Monthly Financial Statement from Keith Collins Company reviewed, motion to approve by Kim, 2nd by Ann  Passed unanimously.  May financials will be sent by 6/10. 

 

Finance

End of April delinquent $32k, 44 properties. Criteria is $1k for lien, more added to list- but attorney says we should file for less than $1k. Vicky and Ann report collections have been successful.  Keith Collins to separate assessment funds from dues. Ann discuss proposal from BetterHOA $1341 vs $2500 per month. Discussion on weed control, mowing, clubhouse grass.   

 

Neighborhood Watch

Kim reports three extra patrols.  Trespassers, Suspicious vehicle, Neighbor complaint, Gunshots. Resident/Speedboat lake hopping, and overflowing seawalls - police report was refused/not filed by DCSO.

 

Recreation (Pool, Ballfield & Playground)

Caleb reporting for Jackie.  Pool opening May 25. Pool shortly closed to repair the deep end ladder/exit.

 

Clubhouse

Vicki reports three rentals. Ray working on encapsulation/duct repairs/quotes. Joel will look into past proposals from duct work install from Ann. Ray will send report and photos to board.  The ditch around clubhouse needs a swell, and drainage thru concrete in back.  Need a tractor with blade; and/or tiller we can do it ourselves.  Community offer to donate kilz, painting.  Volunteers needed to tilex prior. Needs to be done before her rental.  Moisture in wall where there is holes. Ladies club is donating bathroom overhead cabinets. Vicky motion to move forward and accept volunteer help from resident with tilex, painting in June dates tbd.  Ann 2nd.  Passed unanimously. Ann getting gutter quotes. 

 

Orange Book

Lawyer is going to deep dive into original warranty/deed and thinks we will not have it by October. Call a special meeting for sole purpose of passing new orange book.  More important to be right than to be rushed.   Covenants rule everything, bylaws cannot supersede. The board needs to be able to make changes without restraint. Will be early 2025. 

 

Beautification

Delynn last report - a lot of progress and notifications sent in May. Brad Palmertree advised Green Duck is a county issue and enforce ordinances. 

 

Building Permits

Shed permit needs to have setbacks.  Ann make a motion to approve.  Vicky/Kim 2nd.  Unanimous. Black Hawk permits not turned in. Kyle property line retainer wall is railroad ties, but not to lake and did not file for permit - considering it maintenance. 

Greeter

Two visits. If you go to an attorney to close your house they are supposed to pass OB on to new owner.  One owner needs walkway down to the lake, Janice asking on his behalf - board says no impact to lake and follows code.. Janice making front door visits, two missed and will not visit when company.  

 

Mowing & Grounds

One cut since last meeting, two cuts in May.  One coming.  Caleb will ask about grass going into lakes. Joel reports levees still too short.  Tree company will remove dead tree at no charge, per Ann. 

 

Maintenance: Lakes & Dams 

Joel to personally spray piers when there is 5 days of dryness.  Joel to get direct quote for Black Panther pier.  Jason quotes should be looked at and move forward with rust proofing/sandblast and signs up front. The entire quote including dock stain all was $11,000.  The Black panther dock is not critical.  Big sign no longer true - quote to redo sign in metal and two tone.  Vicky motion we move forward on sign.  They will also quote cast iron metal letters for front sign.  Ann has ordered no wake no swimming signs in past.  Concrete under picnic tables messed up the light. Electrician will not charge us extra to put in dusk to dawn light.

  

Joel suggests LOCKING  Dam #4 - if you have a reason to get your boat off the lake, please contact  xxx. Post on social/web after July 4. 

 

BVL board can have any vehicle towed that is in a no parking zone.


Ladies Club

Past events were nice.  Planted flowers at clubhouse.  Fourth of July planning onus on community. Limited Ladies club involvement but will do cake walk and food trucks. 

 

Unfinished Business:

 

  1. Vacancies:  Any nominations?  None. Ray suggested Karen.

  2. Signage - Ray recommend a collection of signs - legal and binding, explicit language - and carry the same language throughout community to standardize. Ray would like a special meeting.  

  3. Vending Machine - Jeff Crosby no direction


 

New Business:

  1. Tree upfront removed

  2. Shed Roof repairs will be a handled by volunteer who can get on a ladder.  Storage is $150 income coming into clubhouse.  Ray to supply flex seal to help volunteer.

  3. No concerns and grievances

 

Ann motioned to end at 8:50p.  Kim seconded to adjourn.  Meeting ended 8:50p (ish).
